Emergency Management Coordinator
Core Position Responsibilities:
- Develop and maintain the suite of Comprehensive Emergency Management Plans and related Standard Operating Guidelines, Procedures, Policies, and Emergency Operations Center Position Checklists for the Benton County Emergency Management Agency.
- Manage the Emergency Management Agency office and provide leadership to support staff and volunteers.
- In coordination with the Emergency Management Commission and 911 Board, develop and manage the Emergency Management Agency and 911 budgets.
- Plan and coordinate training and exercises to test the emergency plans and capabilities.
- Serve as the Emergency Management Agency Representative on the Benton County 911 Board.
- Pursue and assist with State and Federal grant opportunities for local government and public safety agencies.
- Provide coordination, resources, and technical assistance to local governments and public safety agencies before, during, and after emergencies and/or declared disasters.
- Gather damage assessment data during and following major incidents for emergency declarations and disaster assistance.
- Serve as the Community Emergency Coordinator for Benton County on the Region 6 Local Emergency Planning Committee (LEPC).
- Performs many other duties related to the Emergency Management Program.

Education & Experience:
- Graduation from an accredited four-year college or university and have two years of responsible experience in emergency management, public or business administration, public relations, military preparedness or related work;

- have an equivalent combination of experience and education, substituting 30 semester hours of graduate study for each year of the required work experience to a maximum of two years;
~OR~
- have an equivalent combination of experience and education, substituting one year of experience in the aforementioned areas for each year of college to a maximum of four years;
~OR~
- be an employee with current continuous experience in the state classified service that includes the equivalent of 18 months of full-time experience as an emergency management operations officer;
~OR~
- be an employee with current continuous experience in the state classified service that includes the equivalent of 36 months of full-time experience as a local emergency management assistant.
On the Job Education Requirement:
- Completion of courses prescribed by the Iowa Department of Homeland Security and Emergency Management, which includes the FEMA Professional Development Series and the Iowa Emergency Management Association Emergency Management Program Development courses within two years of appointment as Coordinator.
Skills Required:
- Ability to develop knowledge of local, state, and federal laws and regulations pertaining to emergency management.
- Ability to establish and maintain effective working relationships.
- Exercise good judgement in evaluating situations and making decisions under pressure.
- Have a positive and professional demeanor with excellent verbal and written communication skills.
- Regular and predictable attendance at a specific location to perform essential duties and be available to respond to active emergencies outside of normal working hours.
- Knowledge of basic accounting and budgeting principles.
- Knowledge of communications systems and FCC regulations.
- Knowledge of basic meteorology and implementation of the National Weather Service Skywarn severe weather spotter system in conjunction with the NWS StormReady program.
- Proficiency in computer software applications, with the ability to learn and utilize additional software applications specific to public safety and local government functions.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, bend, stoop, kneel, lift, and carry. The majority of the office work involves viewing computer screens and typing on keyboards. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 80 pounds.
Work Hours:
The Emergency Management Coordinator position is FLSA exempt and the salary is based on a standard 8:00am – 4:30pm work day resulting in a minimum 40 hour work week. This position will frequently require working non-traditional and extra hours. Examples include but are not limited to; evening meetings and presentations, out of county conferences and training classes, severe weather watch, declared emergencies or disasters.
Work Environment:
The Emergency Management Coordinator is the sole employee and will primarily work from the Emergency Management Office; however, active emergencies, training, and meetings may require the coordinator to operate in alternate environments.
Compensation:
The annual salary for this position has a current range of $73,000.00 to $78,000.00. Starting pay will be based on ability and experience. Annual increases will be based on official government cost of living indexes as well as annual performance evaluations. Additional benefits include:

Start Date:
The start date for this position will be April 1, 2024, with the new employee having the opportunity to receive on the job training from the current Emergency Management Coordinator prior to his retirement on June 30, 2024. The new employee will become the Benton County Emergency Management Coordinator starting July 1, 2024.
